Looking at the care sheets and searching the site has lead me to feel like a russian will be the best tortoise for us to work toward getting right now. Maybe a sulcata later if one becomes available as an adoption situation in our area sometime next year.

Now to really plunge into preparations

Welcome. And in short a Russian living with a Sulcata.........or anything else will be a rough road for everyone involved.
Unless you already know this and then I would say "nevermind":)

Well, there really is no bad choice, seeing all tortoise are great and if you don't mind extra work and spending extra money, depending on where you live, all tortoises are doable. That said, congrats on your decision. Dont forget, they can dig and climb, straight up. So be sure you prepare your enclosure to prevent these things.

I know not to put them together. Sulcata is not something that would happen anytime soon if ever.
