Need some help on how to setup a good feeding area that doesn't let in substrate.

I like to use a chip clip. I clip all the leaves and bury the clip in the substrate. All the leaves point upward and make a nice little bush the tort can graze from. If you pack the dirt tightly around the clip it can hold steady while your tort comps away. You could always attach the clip to something too, if needed.

I'd suggest a piece of rough slate so when your tort eats it files down its beak and nails.

How do u stop substrate from piling on top?

I like to use a terra cotta plant saucer. I push it down into the substrate a bit, but I still leave some of the lip sticking up. This does not completely eliminate all substrate from getting in, but it greatly reduces it.
