I soak my tortoise daily, but he still seems to have green stains under his mouth along with some dirt on his arms. He's so little I don't wanna hurt him when I try to clean him!! Can someone please suggest how to clean my baby Sulcatas tortoise. Thanks!

Green is probably from the green veg you are providing . Mine get a green or red smile depending on the menu. For cleaning I place them in warm shallow water and use a small soft toothbrush lightly over the shell but avoid face, mouth and eyes as I do not want infection. Mouth colouration will go during the day so not concern over that.

Depending on the dirt I also have a very soft paintbrush to dust down as I do not wants to bring in ants from outside into the indoor enclosure.

Are you asking if it's neccessary?
Your tortoise will have no ill effects from a little dirt or a stained mouth.
My tortoises seem to self wash by tracking through their water pools. Leaving them "car wash" fresh. And the water black.
You could also do a substrate swap. What are you now using? Does it contain sand?
