Cleaning a indoor Russian tortoise enclosure

I have a Russian tortoise and I am pretty new to the tortoise care world. I ordered new substrate for him and I was wondering what to use to clean the bottom of the enclosure. I got him a terracotta saucer but it is causing a bit of a mold issue where it is. How do I prevent the mold from growing and how do I kill the mold without using chemicals dangerous to him?

There shouldn't be mold with the right substrate. What are you using for substrate?
