Tomorrow I plan on ordering the above CHE with this fluorescent light and fixture: https://www.amazon.com/gp/product/B0006346G0/?tag=exoticpetnetw-20
https://www.amazon.com/gp/product/B000HJ75PW/?tag=exoticpetnetw-20

However, I do NOT want to make the same mistake twice so please say something if this will not work in a plastic tub or be suitable for a hatchling red foot.

That being said the CHE says not to be used in a ceramic dome but I swear from all the threads I'm searching here that is what is used. I have the Zoo Med 10 inch ceramic dome with MVB currently and was hoping to reuse the done at least but......I question if that is correct now?

The CHE and fluorescent bulb are good. I don't like those fixtures for fluorescent UVB bulbs. The plastic cover cannot be used as it would block all the UVB. I also like to use a fixture with a reflector hood that helps improve the amount of UVB directing more downward. I like to start with good UVB numbers, and then for a species like redfoot, use plants and a gradient to allow for more filtered light choices.

A CHE must be used with a ceramic or porcelain base fixture. I have no idea where you would be seeing not to use in a ceramic dome, except that it is wise to avoid the narrower, deep domes which would concentrate too much heat within the dome.

I plan on removing the plastic cover as seen in a few threads here, and all the fixture recommendations use a clamp which I am not doing as they fall and are scary, but maybe I will just buy the regular reptile hood to avoid more construction on my part.

Those fixture, although cheap, don't seem to work well or last long and are harder to hang so the light reflects down. Ones like this is easier to hang properly and will work without costing so much. The one you pictured I have used, not good. If you can find one with a metal reflector under the bulbs it would be better, or you can fix some tin foil in there.
