Building an enclosure to prepare for a new tort, help and tips appreciated!

I'm planning on getting a tortoise, that is about 8cm in length, I was told to get a 60*120 cm enclosure,

and these are the measurements I'm using:

I believe the only thing I'm missing is a uvb 10 strip, a local pet shop has a komodo uvb 10 t8 75cm strips but I have a few questions about installing them, I was told to place the strip in the lower side of the bridge in the middle so it can cover the enclosure, how should I go about this, is a ballast necessary?

This tort needs a minimum of a 4 foot x8 foot enclosure. The substrate needs to be deep so he can dig in. Around 4 to 6 inches of substrate at least.

The size of the tortoise isn't the issue. Tortoises require a lot of space so they can do a lot of wandering. They're hard wired for wandering, and besides that their digestive systems are tied in to a lot of movement in order to be healthy.

what if I get a smaller tort? what size of tort should this enclosure be good for?
Even a smaller tort will grow and need more room. They can not be put in a tiny enclosure and be expected to thrive and grow the proper way. If you can't give more space, then either wait until you can or find a different animal.
