The petunias are strait from the store with all of the pearlite and other things they add to it. Will it still be ok or......

It’s not narrow leaf either - the edges of those leaves are notched, not smooth

Petunia may be fed, but... if you have bought it from a garden centre it will have been grown with pesticides and fertiliser that could harm your tortoise. Grow the plant on for at least 6 months in clean compost before feeding

Having resorted to Google, I agree that it probably is. We don’t get that in the UK unfortunately, so I don’t know if it is safe to feed.

I have two varieties of plantain and neither look like that.

No on the store bough petunias. The systemic pesticides last for a year. I grow my own from seed.

The tortoise table doesn't list dwarf plantain, it may not be the same family as the other 2 varieties - ribwort and broad leaf - in the same way that the word plantain is used with bananas. My rule is if in doubt do not feed until I know more.
