I all can anyone tell me what age I should start breeding my marginated tortoises

It goes by size rather than age. When they are ready to breed you will see them practicing.

You won't have to breed them, they will do it on their own. Usually in the ball park of 5 years, but as Yvonne mentioned its more about size than age.
