She won't bury them, I buried the first one should I bury the second one or leave it alone?

Chances are that the eggs are not fertile. Has she been with a male? Most often when the eggs are just pooped out on top of the ground they aren't any good. (And there are usually 4 or 5 of them in a clutch)

I wouldn't bother burying them. You can try incubating them, but as Yvonne said, more than likely they aren't fertile.
