Yes he’s soak every day for about half an hour is only 1 year 4 months he’s 2ld 15

I don't see any dry skin...his head to me simply looks like Sulcata...he's pretty...but what is...Boggav123? welcome...

Make sure your humidity is high, increase the depth of your soaking water & how often you soak.

Hows your substrate & enclosure?

Your tortoise probably just shed a scale on his head, and it just hasn’t been dyed by the substrate yet. I wouldn’t worry :)
