When you are soaking your tort are you supposed to scrub the shell at any point? Or just let them do there thing? And here’s a picture of my little one.

No, you don't have to scrub their shell. If you want too, you can using a soft tooth brush and just water and lightly go over his head, shell and legs if you want.
