Your tortoise is still new so he needs time to adjust to the new environment.
include pictures of his enclosure and more pictures of him :)

He is novign actively all around but not eating anything
Is this where he is living? If so, you need a much bigger enclosure for him with the correct basking spot and uvb if you are not taking him out a couple times a week to get sunshine (supervised)
He also needs correct substrate and if that toilet paper roll is suppose to be his hide, make sure he can fit underneath or get him something bigger. I dont not know if star tortoises require alot of humidity but your tortoise looks like a baby, and they benefit from a humid environment

Thats great that hes starting to eat. Can you upload a video of the sound he makes when he eats?
What are the temperatures for his enclosure? Is there a basking light and uvb light for your tortoise? He needs to be warm, around 80F, if hes a baby. If hes not warm enough, he will not eat much and may become sick.
Also, using hay as his substrate is not recommended. Babies need humidity and misting or watering hay will cause it to mold. Organic soil, cypress mulch, orchid bark, or coco coir are good substrates that will hold humidity for your tortoise well.
I can really only give you basic information that apply to most tortoises. I dont know anything about star tortoises.
As for the sunlight, its fine if he gets direct sunshine IF he has shaded areas or hides he can go to when hes feeling too hot. If you do not have a secure outdoor enclosure for him then you need to supervise his outdoor time to make sure hes safe. I do not know how much time, i dont know how hot it typically gets where you are from either. But 15-30 a day or a couple days a week is okay. If your tortoise gets direct sunshine often, you do not need a uvb light in his indoor enclosure.
I will read any threads on star tortoise on this forum to gain more knowledge to help you, you should also view threads under the Star tortoises species.
Thank you for asking questions and for wanting what's best for your tortoise. He is lucky to have someone that wants to care for him correctly.

Sand isnt recommended because if they accidentally eat some, it does not pass through their body well and then their digestive system gets blocked. Soil is okay. I have russian tortoises and they are on 100% soil and it does get their food dirty but its okay if they eat a little soil that is stuck to their food. It will not harm them.

Did you get a basking lamp all set up for your baby?
If not he might be having a hard time digesting his food.
Which will make him not eat at all.

Did you get different substrate too? Substrate is very important for a tort.
I'd like to see new pics of your enclosure if you have them. :)
