Hi, and welcome to the forum!

A great place to start is www.russiantortoise.net - there is a list of edible plants on there, as well as lots of good info, a care sheet, etc. :)

I've used the XL cement mixing tub in the past, and it was a good temporary solution.

You will need a heat source, depending on how you hang the basking light, it should be a 100W or a 75W bulb, but you want to make sure the temperature right under it is 95-100 degrees F.

For the UVB light, I use an 18" under-cabinet light fixture (GE brand) that I get at Home Depot for $12. Until you can get him out of the glass, tape paper around the outside of the tank to give a visual barrier. This will help keep him from rubbing his nose against the wall too much. What is the weather like where you are? If it's sunny and warm, take him outside for a little bit to get some real sunshine.
