Is it too hot for my Russian tortoise

Just got a Russian tortoise and I have two lights for him a UVB and UVA light and a basking light right under those lights is a heating pad that is in his Hut and is super hot to the touch and he just lays on it with no betting he digs it out I'm worried that I might be too hot for him :/

1. Hello and welcome to the forum.
2. You should not be using a heating pad for a tortoise. That is not safe.
3. You need to get a thermometer with a remote probe and check the basking temperature under those lamps. It should be around 100 for a russian.
