When is a Russian considered an adult?

Asking for a friend, who I seem to have gotten interested in tortoises with my constant squealing about tortoise forum, lol.
I recommended her a Russian tortoise, seeing as they stay relatively small and are good for beginners.
She might not even get one, but I’m asking just in case lol.
I’m not sure she would be able to keep humidity high enough for a baby, so when is a Russian considered an adult, or when can it stay in an open topped table?

I know Russians don't need as much humidity as some other hatchlings. You may also suggest pancakes, there is a care sheet in the pancake section...
