Appearantly this is what it is

Fine Gold Leaf
Sedum hispanicum var. minus 'Aureum'

Is it safe for my tortoises?

As far as I know only Sedum Acres is dangerouse, I'll offer a small peice to my tort and see how they react to it.

Yes, it's a stonecrop of some sort.
According to Tortoise table only Sedum acre is poisonous to torts and there are many other species. It doesn't look like S. acre to me.
But if in doubt, leave it out.
personally, I wouldn't risk it, there's plenty else to feed your tort.
