My son soaks his yellow foot in the morning after turning on his lights. He then feeds him after that. Not sure if that's good or not, we have had him 3 weeks now.
I always prefer to soak first thing in the morning before the tort has warmed up properly. He's much more likely to relax in the warm water and spend less time scrabbling to get out.
While your tort siaks, you can tidy the enclosure, place food and/or have your own breakfast
Yep, lights come on....Sully wakes up...time for a good morning soak. The warm water soak gets sully all warmed up, some exercise, and ready to start the day.
I prefer morning as well. You just dont want to soak them before lights out or after lights out. They can be cool at night if still wet. Seems warm soaks in the morning help the tortoise warm up and pass stools. Then they will be ready for another meal and the day!

A minimum of 20 minutes is usually recommended. If dehydration is a risk due to temperatures, sickness or refusal to eat then 30 minutes is the minimum.

It's a good thing I have kept his enclosure humid and sprayed him at least 5 times a day. No pyramiding yet.
