My tortoise is normal he is healthy but when he urinates it comes out white the some clear does this mean that he is ready to mate or.....

The white is concentrated urine called "urates". Being able to concentrate the urine allows them to conserve water. The clear urine is a result of your tortoise being well hydrated and not needing to concentrate the urine.

The white stuff, urates, should be creamy texture, like tooth paste, not gritty. If it looks gritty or hard, your tortoise is dehydrated.
