My baby redfoots are healthy according to the vet but I think that's a crock of crap. They are about a year and a half old and only weigh 102grams and the other is 106grams......
They're humidity is between 60-80 at all times. It sometimes is a buy higher. There temps are between 75-85 general and 92 in the basking area
They always have fresh greens and veggies and fruits available
They get 4mazuri "don't think I spelled that right" a day but they never finish them and they never finish the greens.
They just don't like to way.

Any ideas?

Do you ever give them animal protein?

I have a young Manouria tortoise that is skinny and I'm having trouble putting weight on it too. The only thing I can offer is maybe take a stool sample to a vet to check for parasites, and keep up offering the Mazuri Tortoise Diet. It is usually pretty good at putting weight on tortoises.

Okay, so those do seem a little light....HOWEVER, every tort is unto itself on how quickly they gain/grow...for example, here I have two redfoot--they are about 6 months apart in age---the younger tops the scale I have at over 1200 grams (I suspect he is much more, but can only guess with the small scale I had on hand) but the one that is older is at about 600 grams...I show you these numbers simply for a comparison and not for you to think your tort needs to be in the same range...the two here are about a couple years older...again, just showing that two torts of the same species can be entirely different on the weight scale...they both eat with a healthy appetite and are good in every way, just completely different in size.....

I would like to mention, that you show your temps are as low as 75, if you are running the entire enclosure at high humidity level, I would be sure to keep the temp no less than 80 at all times....

You may want to also not combine the mazuri with the greens or fruits...the redfoot here seem to display "frustration" when I do this, silly really. If I offer the greens during the day and then the mazuri at night, they seem to eat each readily--but if I mix the two they sniff it and walk away....they use to consume it this way and now they like the separation...so no harm no foul... Then they will munch while they are outside...

When you pick up each of your torts, do they feel solid? Taking into account their age/size---do they feel solid?
