Underdeveloped shell?

Anyone know what’s up with my tortoises shell above the butt?
-first time owner.
It is a congenital defect. The shell just failed to grow together fully at that spot. It should not be any problem. If that type of thing happens in the jaw area, we get patients with cleft palates and/or hare lips.

I have seen the same thing in a couple of Radiated Tortoises in the past.
