Two story enclosure?

I have a Russian tortoise who is about 4 inches and I am thinking about building her a new enclosure. I was thinking about doing a kiddie pool enclosure, but I was also wondering if I could do a two story. I know the enclosure are supposed to be 4x8 feet, but would it be all right to have a smaller enclosure with two stories, so there would be 4x8 feet of floor space?

Yes, many have done the two story to give the proper size enclosure.

I have a second story in my Russian’s enclosed chamber. The thing that is most important to remember is that a ramp needs a 1:2 ratio. For every 1 foot of rise, the ramp needs 2 feet of length. It can be done, but it needs a lot of forethought.
