Is my mediterranean tortoise shedding or what is the indication of this ? Its on one of the back feet only

What substrate is the tortoise on and how damp is it?

Did you try brushing that away? Is it one of the scales or is it debris?

I tried brushing it off but it didnt work and as for substrate i will be purchasing orchid bark and as for now its substrate isnt damp and it looks like debris but feels like scalee
