My tortoise is having some skin peeling, I don't know why. I keep him moist and spray his enclosure a lot. He is 4 months old at this point. When he eats he scratches himself a little trying to push the food out of his mouth and I know this is partly to blame but the skin on top of his neck is also peeling and I am somewhat concerned.

This is common. most reptiles shed thier skin.

Tortoises are reptiles and shed their skin just like snakes do... just not all in one go. It is entirely normal. Don't pick or pull at it, it will rub off. There is only cause for concern if the skin is sore underneath.
Usually they just look tatty though!

Yes perfectly normal. I've had reptiles my whole life.
Probably growing!!! It is a sulcata. No, seriously though, if you give it a warm soak everyday it will help.
It happens to Bowser too. One time it looked like she had a mohawk, pretty cool looking
I honestly think if you want a decent answer then post a picture.
