Tortoise leg and eye problems

Hi, my Russian tortoise is having some leg and eye problems. she is constantly blinking and rubbing one of her eyes with her leg. Also one of her front legs is very bony and she has a very weak bite when she is eating. Please help

Her eyes are not very bright and alert-looking. Are you sure her enclosure is warm enough?

It is pretty warm and I have some sphagnum moss for humidity

We don't use the compact fluorescent bulbs because the have been known to cause eye problems. You may see improvement if you change that bulb for a regular tube type fluorescent bulb, or LED bulb. And I would switch the red bulb for a ceramic heat emitter on a thermostat. I'd also get rid of the dual fixture and get two separate fixtures so you can place them in different locations.
