So I put the food on my torts bowl, clear of substrate (coconut coir) but he always drags it off into the substrate and eats a little. Any suggestions on how to stop this?

Many of us use a large piece of slate or tile for feeding rather than a bowl. It helps with beak and claw maintenance as well as giving more chance of the food staying clear of the substrate.

Mine does this too. I guess it is because it's hard for him to get food out from his feeding bowl, so he drags it out to eat it.

I like the substrate a lot more than the dirt, I"m in the process of switching back to it, but I want to make sure he doesn't ingest any more of it.
