Because the old lady got the tortoise before the laws were in place, the tortoise was "grandfathered." This means that the tortoise was hers to do with as she pleased. She did nothing illegal by taking it with her when she moved. (I wasn't thinking clearly in my first post)
My advice to the OP is to keep any documentation that you have from the old lady about the tortoise, and even to write up a commentary on when and how you got the tortoise, just in case it ever comes up with any law enforcement agencies. But that is YOUR tortoise. Don't worry about it.
