Hard to tell, BUTT 
it looks like a spurt of new tail growth thst will probably darken with age.

I would check for a piece of hair or something like that wrapped around it. I wouldn't think it would be new growth. If you don't find anything wrapped around it I would take him to a vet if it starts to turn dark at all.
Also if it starts to expand take him in.
I zoomed in a bunch and it sure does look like new tail growth..
