can I use this soil in my sulcata enclosure?
That is a big "no". Hello and welcome!

There is a lot of old outdated incorrect info floating around out there. Using store bought soil is not safe. There is no way to know what is in that bag and it could be something dangerous or toxic.

Check out this thread for the current and correct info on what substrates to use and much more. All your questions are welcome.

Impossible to tell. You need to read the ingredients to ensure it doesn’t have any chemical fertilizer in it. If not, and it isn’t super fibrous so they can ingest it, then you are good to go!

No Randy. That is not correct. Store bought soil can have anything in it and it often does. It is made to grow plants and they add in all sorts of weird leftover stuff to get the consistency they want. They also use composted yard waste and it could be oleander or grass clipping that have been sprayed with chemicals. Most of us have also found broken glass pieces, metal and plastic in the mix. There is simply no way to know what is in that bag. The people making and selling this bagged soil intend for it to be used for plants. They don't make it safe for small animals to be living in or on it.
