So I’ve posted questions like this before, but it’s something that I can’t really take my mind off of. My Russian tortoise is outdoors and we are expecting a storm for like 40 minutes before it’s just rain and I can’t settle my brain down to let him stay out there. How safe is it for him to be out there? Is it totally fine for him? Is there any risk for his safety? The wind is 9 mph and gusts are around 20. He has screens on top of his enclosure which is made of cenderblock and I just put brickes on top when it rains so they don’t blow off. Is this safe for him? I am very nervous.

To be safe, I would recommend bringing the tortoise inside until the storm is over. Not sure exactly how your enclosure is constructed, but sometimes the rain falls so fast that an enclosure can become flooded and the tortoise can drown or maybe even be washed up and over the side if the screen gets displaced somehow.

Better to be safe than sorry in this type of situation.

Does the enclosure drain well when it rains? Does the tortoise have access to a warm dry shelter? If yes to both, it shouldn't be an issue.

On the other hand, if you have a decent indoor enclosure, there is no point in having the tortoise outside in inclement weather.

This was during heavy rain at my place a few years ago. This was the lowest point of the enclosure and he went in there willingly. You can see the depth if you follow the blocks. The rest of the 8000 square foot enclosure was not submerged. Just this corner. We seldom get rain heavy enough to do this. Almost never.

Its best to be safe than wish you had been. Bring him in.
There's too much flooding in too many places right now.

The storms we have been getting are no joke. I have a heated hide for my russian and that little brat is my storm watcher. If he goes in the middle of the day the storm is less than 10 minutes away. He will come out for the steady rains sometimes though.

They are fine as long as their entire enclosure doesn't flood. They have storms when they live in the wild.
Just be sure he has shelter should he want to seek it out during a storm and high land he can get to if the area floods.
I never bring my leopards or Russian in because of a storm.
If you can't stop worrying about him though, bring him in for your own sanity

There’s no harm Keeping him inside in a bathtub for a few hours if it makes you less concerned …

I have a low area and a high area in his enclosure and he also has many objects that he can climb on IF it floods which it doesn’t
