Is this shell rot? If not, what is it and is it ok?

It looks like a fungal or bacterial growth, not sure.
Shell rot happens on the bottom shell.
I agree it's some kind of fungal or bacterial. Get some athletes foot cream and rub a little in daily. If it doesnt start to get better then switch to and antibiotic cream. I think the first cream will do the job
