She’ll rot ? Help possibly

Can someone please confirm if this is she’ll rot.
My 2 cherryhead arrived Thursday night after 4 hour journey.
Very upset as I think this looks like she’ll rot but don’t have experience with tortoise.
They were suppose to be 100% healthy.
Under there heat projecter the temps are 95f and the rest of the enclosure is 85f I use coir substrate it’s moist but not wet if you squeeze it Clumps together but no water coming out. They have Arcadia t5 7% uvb. Water dish at all times.
Sphagnum moss as well as coir in there hide.
There setup is all enclosed to keep humidity and heat in.
If this is she’ll rot is iodine the best to treat it ? And how I keep them is fine while I treat it.
The other one has no signs of it.
I have coir in bottom of there hide then a layer of damp not wet sphagnum moss and then on top of that a layer of dried out sphagnum moss.
Would it be best to take the moist layer and only have dry.
The tortoise are digging all way down to the coir layer.
They arrived Thursday night the picture was taken this morning is this my fault or fault of the sellers I’m unsure how they wouldn’t notice it.
The white in the middle is normal pattern I think. And the rest in patches she’ll rot ?

Yes, that's very mild and the beginnings of shell rot. Try Grampa's suggestion of athlete foot cream.
