Russian substrate

I found a soil by miracle gro, called hydrate made with a mixture of peat moss and coconut husk. Was thinking of using it at the bottom with a few inches of cypress mulch on top. The cypress mulch alone stays to dry. Do you think it would be a good idea?

I'd flip it upside down and place mulch underneath.
You can add water to the edges, the mulch will absorb the water and leave the soil dry(ER)
