Bedding question!

I am going to build a new enclosure for my Russian tortoise!
Wondering about beddings now, please give me your advice

I am thinking about put a layer of natural soil on the bottom and then a cypress layer on the top.

I went to Home Depot today and I saw some Cypress mulch and natural top soil(home depot says it's for filling hole) in the Nursery Dept. It's in some big plastic bag and the cypress looks wet in the bag(steam).

So, are the Cypress Mulch and the Natural soil from Home Depot good for building my RT's new bedding?

I just got a 50gal tub from lowes like 20 minutes ago and i used All Natural Organic pathway bark. its the small size bark and he seems to like it. this is okay right? no bugs or chemicals?
