Hi there. Just havent been able to find much about how fast a retfoot grows. When is it considered full grown? maybe a link to a growth chart?

By 'full grown', do you mean full adult size, or breeding size?

A typical full-grown adult will hit about 12" straight-line carapace length (SCL) but can start to breed at about 3 years, 7" or so from what I have read.

Their growth is not perfectly linear- it starts a bit slow, speeds up, and slows down again in an S-curve. Most published reports show a growth of about an inch a year, but mine were growing faster than that until I put them on a diet.
