Definitely closed! With an open enclosure you're going to have issues with low humidity and your Tort will most likely end up dehydrated and pyramided.
Depends on where you live. If you're in a humid, warm environment year round (without air conditioning) you could do an open enclosure. Otherwise closed is best.
