Question on nesting

I caught my cherryhead digging yesterday. She looked as if she had started earlier and was then covering the hole. You know when after they are done covering their nest, their back legs are still in motion (like they are still filling in the hole) even if you move them? Well that was what she was doing so I assumed I'd find eggs. Well there weren't any. I have had torts dig "test holes" several times but they never filled it back up. Is it possible that she dug a small "test hole" and felt like she needed to fill it back in? I'm a little confused. I'm of course keeping a close watch on her to see if she tries again and then my question will be answered but I am curious to find out if any of you guys experienced this as well. Thanks!!
