I'm sorry. We need more info.

What should you do about what? Is the tortoise sick? Is the tortoise "puffy", or is that its name?

Tell us more about what the issue is?

Over night low?

The question is: DO THEY LOOK PUFFY? Thanks!!!!!

They do look a little bit puffy, but I'd need to see more than the one pic. When the tortoise is up and walking around do the eyes open more? What about in a soak?

Those solar raptors make A LOT of UV. Ever had a meter under there? Might be too much. Since they don't produce a lot of heat, some tortoises will spend a lot of time under them. It could burn their eyes.

A basking area of 90 might be a little too cool. I'd go a little warmer. 95-100 just in that basking area. Not the whole warm side.

The eyes look better in the second pic. Is the tort lethargic? Appetite okay?

A 35 watt Solar Raptor is capable of burning the eyes if the tortoise sits under it a lot or if its too close. A UV meter is the only way to know.

Teesh, I strongly recommend you get a meter under that bulb. Not using a meter to test your UV levels is equivalent to not using a thermometer to test your temps. Actually, a human can sort of feel the temp and make a guess, but we can't see the UV, so my analogy isn't even all that great. I don't know where you guys are, but perhaps you could borrow a meter for a day?

Here is the one I use and recommend:
https://www.solarmeter.com/model65.html

If you guys are in SoCal, you can borrow mine.

How long has she had it?
How old?
Where did she get it?
How was it started as a hatchling?
Etc...
I don't know how long she's had it for, she's 7 mos, and yes
