Penis amputation help

My ten year old sulcata tortoise is having prolapse issues that have let to necrosis of the tip of his penis. He could not get it back in so off to the vet we went and spent $2,000 on tests and to get it back inside. A week later he was still not pooping so they cleaned him out and said he needs his penis amputated and we cannot afford to have this procedure done at this time. They said it would be a minimum of $3,000 and probably more due to anesthesia care afterwards. Are there any places doing this surgery for cheaper? If we don’t do it he will die from infection eventually. He’s on antibiotics already but the necrosis is bad and needs to be removed. Any help or guidance is appreciated.
