Outdoor enclosure questions and brainstorming

I have a four foot deep in ground vinyl lined pool that I'm no longer using and I'm trying to brainstorm ideas on how to convert that to housing for my tort. I have an almost three year old sulcata.

What are your ideas? Do I fill it all the way? Part of the way? Do I need to remove vinyl?

First, why the heck would you give up a pool?
Second, if you really don't want it as a pool, turn it into a pond with Turtles and fish.
If you really want it for your sully, I would fill most of it in, making sure to have a drain level of stones, so it doesn't just keep filling in and leave enough space from the top that he can't climb out. Might even be safer to fill in with dirt, then gravel, then more dirt, then brick, then more dirt, so he can't dig down too deep and have a cave in that may be much harder to get to seeing it would be surrounded on all sides by the walls of the pool.
