Outdoor enclosure help

Hi i am gettin a russian tortoise and i live in pennsylvania near pittsburgh. I have been told by a few people on here i should get a outdoor enclosure for the little guy too and NOT just a indoor one.. Any thots on what i could use to build him something? Something that i could move easily indoors before winter hits too so it doesnt get ruined. Or something very weather proof so it doesnt get destroyed by ice and snow. Two weeks ago we had negative temps that were terrible, cars wouldnt even start. I thought just to take him outside while i took my daughter out to play and just set him in a plastic baby pool with some substrate would be ok ,on warm summer days. And when we went back inside take him in too. I want the best for him so any help any one could give i would appreciate. My friend is building his indoor enclosure for me since i am not very good at making stuff. I am sure if i asked him he could help with a outdoor one too :D

This is a remodel we did on our Russian enclosure, actually it has hingebacks on one side with a walkway between. Up to this point we just had the lower section made of mesh using t-posts and electrical posts with an inner lip to keep them from climbing out.

This is adding new supports for the walls and a top (if I decide to ever add it).

You can see the bent inward lips of the old enclosure on this picture. If your not worried about predators that old enclosure style would work fine. I have several of them that have been in use for almost 20 years. We get the cold and snow here in Nebraska too. :D
