Hard to tell without seeing the tail, but I think probably female.
It's unusally long. Nothing to worry about, but keep an eye on it. If it gives sores on the neck you should file it down a little.

With the tail being on the long and narrow side... Does this mean he is a male?! The picture is not the best

I can't really tell from the photo. Looks kind of like a male. If you actually google it, you'll see what male and female torts tails look like in comparison. This is a female tail. Sorry for the mooning. 
The last ones blurry, but you can kind of tell that it has a hole shape, not a V shape on the underside.

We need a picture of the plastron - that's the undershell- with the tail clearly visible for sexing.
You have to flip your tort on its back for a few moments to photograph it
