your tortoise is still pretty young, and young tortoises seem to have longer nails than the older tortoises do. I wouldn't worry about the nails just yet. As he starts moving around more, and eventually gets outside on real dirt, the nails will trim down naturally. Also, I think your tortoise is too young yet to tell the gender.
Nails are a little long, but doesn't look too bad. Put a slate slab (or flagstone) in the enclosure, including in one of the corners it likes to dig in - that should help wear the nails down. When it's warmer, let the tort walk around on the cement driveway a few times per week.
If it does become necessary, and you don't want to trim the nails yourself, there might be a reptile rescue organization that does it for free. There is in our area - of course it helps that the founder is my friend.
Too early to tell sex.
It looks like your tort might have a bit of shell rot on that scute near its head? (white spot in first pic)

Advice on his nail length and gender would be appreciated.

Thanks for the advice!! I thought it may be too early to tell the gender. The white spot on his shell is some kind of paint I think from the breeder in order to tell which tort was which. Kind of like when sheep and cattle have their own marks lol. And thankyou, he is very beautiful!
