My tortoise does a funny thing with its leg

so just a few minutes ago i noticed that my tortoise did something funny with its leg..
this is the second time ive seen him do it..
its a little hard to explain but basically when he is walking he will keep one leg up, and it seems like he bends his leg while its up in the air. It almost reminds me of a dog peeing. I think both times I caught it he was wagging his talk as he walked, but i dont know if that really matters.
His walk seems absolutely normal the rest of the time and he gets around fine. Is he just stretching?? haha or doing some tortoise yoga i never knew about?

it is really cute! it makes me think he's happy when he wags his tail.
i guess shaking his leg is his ritual
