I think its Lambs Ear, from what I've been researching. Tortoise Table says its "likely to be unpalatable"

That's mullein that you have there. It is safe, but due to the fuzzy nature of the leaves, it may not be readily consumed. I have fed the newer growth, from the center, with no signs of rejection.
