so to prevent my tort from hibernating i have heard that you leave the light on longer in the winter. in the hot spot it is about 90 degrees and the cool areas it is about 75. so what time should i turn on and off my lamp so he doesnt hibernate? i have also heard about the 14 hour rule for winter. what is the opinions on that? i am trying and will continue to try my best to keep him awake.

I think it is a little bit flexible, you see torts doing fine with 12 hours on/12 hours off. If a tort becomes a bit quiet, some will try adjusting enclosure parameters, including extending the lighting to 13 or 14 hours on.
Can't remember what kind of thermometer you are using; if it is pretty accurate, you may want to try to get your basking area up a bit to say, 95F, just to be on the safe side.
