Leopard tortoise mixed with pp/pb

So I just got my baby leopard tortoise a few weeks ago I have him set up in a 10 gal tank aquarium right now I know it’s not the best thing to keep him in I got him from a breeder in Delaware.. I need suggestions on how he should be living I’m going to find him a closed chamber enclosure like a bin and right now I have a ceramic heat on him with a 50 watt basking light ... with it being summer now should I still keep the ceramic heat on with the basking light that already throw out heat ? And I’m ordering the grow lights from lugarti.com also using as his substrate I’m using zoo med forest floor bedding 100% & natural cypress mulch.. does everything sound ok ?
