Check out @Tom care sheets for sulcatas and leopards. I think he likes to use damp coco coir for hatchlings. How old is your tort? Do you know it's hatch date?

I use coco Coir for my baby leopards. You will want to build a closed chamber enclosure. There are great care guides in the leopard and Sulcata sections. Welcome to the forum.

I have great luck with coco coir. It is cheap, very smooth and easy to maintain. After you put it down, you need to pull out the remaining husk thistles (or whatever they are) and teh rest is great. Keep it moist and go.
