is this shell rot?

he is about 2 years old now and he have develop if what you see a white spot on his scutes. he have had this for quite some some now. i’ve taken him to the doctor to treat for shell rot and have been given antibiotic / fungal medication (tablet) and he have not been any better . some white spot are new too. (it is soft on the white spot)
i’ve also been soaking him and apply betadine to the infected area too.

is the diagnose correct? or am i treating him wrong

Shell rot happens on the bottom shell, plastron.
Stop the Betadine and stop what the vet gave you and find a new vet. There is nothing there to worry about. They are new growth marks.
He looks great
Btw, Betadine should never be used over and over, it slows healing. Once is all it should be used. However you do not need to use anything.

No.
Not a fungal issue.
And most vets know NOTHING about tortoises. And likewise most vets won't admit it.
Whatever that vet gave you, stop using it.
Antibiotics are not a cure for shell fungus. And that shell looks excellent to me.
Do not return to that vet.

from all the comment i assume he is quite ok then
thank you for all the reply it is really reassuring

another double check question is that in the marked area it is abit soft. i have come to understand that the growth mark is around each scutes. but these white spot (especially the biggest one is soft)
