Is this normal for my redfoot?

Ok need advice, I'll explain since I don't post a lot here but I have 4 tortoises...(2) Redfoots and (2) Cherryheads..
My oldest/largest 2 reds and 1 cherryhead lives together in the same enclosure, my baby cherryhead lives alone in her own enclosure (too small)-my enclosure is fine, temps humidity lights everything is fine..I don't want to go into everything since I've done that in other forums..

I weigh my torts every month and it seems my one redfoot who is almost 2 years old in December is not gaining as much weight as my others are...I took a picture of my chart for you to see...

She eats, they all get along fine, the enclosure is big, I feed them a lot of food on a big plate, they eat fine together is this normal for such slow growth?

The tortoise in question is LIZZY on the chart, at almost 2 years on 12/20/16 (born 12/20/14) she is today 12.5oz and was the same last month..

All my torts are on the list and it goes:

Raymond (I got first) on 10/14/14
Lizzy Born 12/20/14 got her on 3/14/15
Josie Born 5/22/15 got her on 7/28/15
Tuesday Born 1/28/16 got her on 3/9/16

They do grow at different rates.
But sometimes there isn't perfect harmony in a group and one will not flourish like the rest. Is your enclosure truly large enough? I feed my group by placing food throughout the pen and there are no fewer than 5 sleeping quarters for 4 Redfoot. Even so, I had to remove and ad a tortoise here and there untill I found a group that worked.
It's also possible that you just have an Ill tortoise and that everything else is fine.
It's just a guess on my part.

Lizzy is 354g. I just looked at how big my 3 were at 2yrs old
672g. &. 542g. &. 324g.
So yours is about on par with my slowest growing juvenile. I don't think there is anything to worry about at all. All 3 of mine are thriving. They are now 29 months.
