I have a piece of slate on order he can use as a basking rock...but what else do I need? He is a horsefield tortoise

You need to remove those pellets. Not good for torts or most animals they are recommended for. Add plants some humidity and maybe a pile of dirt to dig into if the dirt you have isn't deep enough. The biggest thing is removing the pellets
